contact your nearest Algerian embassy for details. theres a list of papers and such you will need before you can get married in algeria and it it easier to obtain them before to get to algeria. 
and then you should be able to get a tourist visa, come over and apply for a marriage permit which takes a month or so. and after you need to be testing for a few stds. and if you dont have any male family members here you will have to elect someone as a father type figure to sign papers for you.

once you get all the papers in order its quite simple. but it just takes time.
