It refers to St. Mary's birth to Jesus Christ. Literally it says She gave birth to Role Model of Love. It is written in Geez language which is mainly used in the Ethiopian Orthodox Church.

The second line is, I reckon, the year in the Ethiopian calendar (Juliana Calendar).

The last line is the same year in European (Gregorian) calendar.

You are always wecome. Yes we are on our 11th month now. You may have heard that we have 13 months in Ethiopia. Our 13th month has 5 day s for three consequitive years and is 6 days on our leap year. We will celebrate our new year (2006) on September 12th, 2013 G.C. Unique, eh?
