I have heard the office that issues the marriage documents is only open the first week of every month ,is that right?

I don't think that is right for Accra. I think you can get the forms for 5 cedis any day but I think they only conduct the ceremonies twice a week. We got our forms on Monday and got married on Tuesday. You pay a further 45 cedis for the wedding certificate.
