If you bring your family in on a tourist visa, they'll still need to go back to Spain to apply for the entry visa for the residence permits.
Best bet is wait until you get to Libya yourself and then apply for their reference numbers here (in Libya). Soon as the ref numbers come out they can apply through the proper channels at the Libyan embassy in Spain.
