Money transfer to India

I would like to know whether there is another service than western union to transfer money to India since it charges 35$ extra for each 1000$ here in tripoli.
It is really messed up every counter of western union even at the airport. These people give the receipt which has 26LYD mentioned but takes 20LYD xtra for their pocket expenses.
Kindly suggest some better option.
