However I would have thought that if you have the bill of loading, you may file a complaint to the shipper if it has been duly established on unloading that your cases are vanished?

Didn't you use a forwarding agent?

we did use Shamis forwarding, after the loading, their staff acted that it's not their problem, I call the company, I kept getting the same one person that cannot speak English at all, I had given up on effort to contact them anymore, which probbaly what they would like to happen, they still have not pick up their orig. delivery report/inventory receipt yet from me....

My hunch is that the boxes that missing were pobably got stolen from the origins, which when I contact them play a point finger game, so really, all I need is a piece of paper with a police name and number... how do I start this process?

Go to your company seriously, whoever you're employed with in Libya. Don't try going to police station..it's of no use here.

Was your shipment full container or partial? Where did you aware that 3 boxes missing? And you mean missing, the quantity on bill of lading and the quantity inside the container are not the same? If I see your bill of lading I may give an idea.

I have only one list of boxes, was prepared from the origins, and when they unload the boxes from the container, we cross checking it with the list; that was when we found out that 3 boxes were not accounted for, and they said no one here took anything out and it must have been from where they shipped it from. None of the other boxes had signs that they have been opened or tempered with. Still in their original seals. They look like as if they were never checked by the customs.
So, I'm not trying to accuse of anyone stealing or even attempt
to find the missing boxes, just want to get a police report and file my claim with insurance and get things over with and move on. there are just too many other things here to worry about...

Take an Arabic-English speaking person (preferably a local) with you to the police station and tell them you want to file a report for missing items. Make sure you say missing/stolen 賲賮賯賵丿丞\賲爻乇賵賯丞. If your interpreter says 'lost/囟丕卅毓丞' they may neglect to fill out a report (since it will require them to interrupt their inaction and actually fill the report) I wrote the words in Arabic so you can show it to them if needed.

So, yeah, just grab a trustworthy Libyan who speaks English and go. Ask your colleagues to refer you to someone they know if you're new to the country...simple

It doesn't sound like you lost any irreplaceable personal/family stuff, so that's good

hard to find them here, I always tell this to people in my company that if there is anyone I trust in Libya it's my driver.
