Hi, becareful, there is a very classical scam : you receive a message from your friend who was robbed abroad etc and ask 2000 dollars etc. But in fact his mail was hacked. 

You know you can simply send him money from your bank account to his own bank account, both accounts being tunisian accounts. But before you should tell him to contact the tunisian consulate

No he is not tunisian, I am in contact with him through whatsapp and he is living in real nightmare for more than 2 weeks no money no papers .. He needs to get a new temporary passport that costs 100 dollars

If you send money thru any wire service, he will need some form of valid ID to claim it. i suggest he gives you the name of someone that can claim it, thats is if he has no way to prove his identity. They are very strict about valid ID's.

Your best solution is to ask a foreign national friend to send the money for you. I personally can think of about 5 ways to send money to most everyone all over the world. Of course asking your Foreign minister is always the best choice but I doubt he will help.
