Unfortunetely what you have heard are correct. It doesnt matter if you are not moeslim, still you can not register in the same address. :-( there are some possibility, but you perhaps already know e.g. Get married or perhaps your girl friend need to find position here so she wont be your dependent. but then you will have two places ( I dont thing this is what you want also ).

You cannot live with someone who is not your wife in the holy malay islamic monarch of brunei. There is Haram Police (holy religious people) who will catch you. unless if you are related or know someone in royal family or pehin/dato you cannot live with your girlfriend.
