You can get a retirement visa at 55 but you do need at least $1500 monthly income or a pension, you can not wor you need a work permit, clean criminal record, follow the rules and your fine,

At this point in time, it's quite easy to get the retirement visa, which is actually a retirement extension on a "ordinary" visa or "O visa", as opposed to a tourist visa, or it is sometimes called an "E visa", which I guess means "extendable". The main thing is that you can't extend a tourist visa, so you need to ensure you come enter the country with the right type of visa.

Additionally, two years from now things may be different.

55 is the age for a  retirement visa  without being asked to prove your retirement status in your country of origin nor was any  proof of income asked for - or at least it was when I got mine, only my passport and the cost of the visa - but I would double check with the Cambodian Government site - make sure that it's an official government site -
