You can use TaoBao and buy everything you want, the problem is the website is just in Chinese, but you can ask your Chinese friend to help you.

I don't know Jinnan but you could try to ask in the bigger supermarkets like Carrefour, Walmart or Tesco. Where I'm living all of them have some butter for most of the time.
Otherwise try to find a "bakery" shop which is selling stuff for cakes etc., they also usually sell butter.
