Dear folks,
I am reading an English document which relates to my work. There are Nepalese hand-written paragraphs, and I need help to understand them. Translating all is not neccessary, but general informations/ideas are helpful.

Well... what to say...

Basically the document is about nothing / of no importance.

It is a 7 year old document where a sub-comity of Bharatpur Municipality Council (probably a somewhat larger town in the Mid-South of Nepal) is deciding to cleanup and maintain the environment of 3 wards in the town (a ward is a logical group of a few hundred houses / families).
