Hello, are there any banks that will allow a foreigner to open an account with a passport and ACR tourist?

Santa Rosa, Laguna. It really depends on the bank. Also opened one at BPI. Needed the branch manager to ok it there. The front line staff said no. Always ask to speak to the manager. Tell them you need an accoung to deposit money so you can get a SRRV.

@markya68 I did in 2020 at BDO SM City Mall in Cebu. I have since opened another Joint Account with my GF at BDO Ayala Mall Branch.
