Cr1 or I130

Good morning, i am us citizen living in the Philippines i would like to apply for greencard or resident card for my filipino wife but my wife and i don't want to move to the US can this be possible for her to get resident status?

Both CR1 and I130 are immigrant visas to the US. 

CR1 requires you as petitioner to currently reside in the US as you are the sponsor.

I130 is a permanent immigrant visa, it requires the beneficiary (your wife) to reside in the US.  Here is some information I found reguarding that: 

"if the beneficiary is currently outside the United States and does not have a visa to enter the United States, it may be difficult to obtain a non-immigrant visa because the pending Form I-130 is an indicator of future immigrant intent."

If neither you or your wife intend on moving to the US I would think chances are slim.
