All British students should be entitled to home fee status.

The Government should bring new legislation so that all British students are classed as home students and therefore entitled to home fees, regardless of their residency prior to joining University.

British students who live abroad for a variety of different reasons mostly due to the working circumstances of their parents will have to pay up to three times the amount paid by other British students. As such they are being disadvantaged and in many situations cannot afford to attend universities in the UK.

And on what basis? Legislation arise when government see there's a problem with current laws.

The Singapore authorities together with the university administration decide about the fee structure of local universities. It is justified (and common in many countries) to charge foreign students more than locals.
On what basis do you think British students (and not any other foreigner nationality) should get a rebate? How would that be fair???

If, however, you mean that the British government should subsidize British student who attend university abroad: This discussion should be posted on the UK forum, not here!
However, I think students at university age are no longer required to stay with their parents and can thus also study in Britain (or cheaper locations, like EU), if money is an issue.
