Great question to ask the bloody immigration department.
I was refused a permanent residency visa because the idiots in the organisation in charge of assessing my qualification did not accept my bachelor degree to be equivalent to Australian degree, even though I'd done a master's degree in Australia.

It took me two years, a letter to federal MP, and negotiations between the department of education and depression of immigration to finally CORRECT their stupid guideline and give me the PR.

I applied for citizenship 2 month ago but apparently it takes them 12-18 months to process the application!
