About buying a ukulele, you can go to Nguyen Thien Thuat street (Nguy峄卬 Thi峄噉 Thu岷璽) in District 3 where you can find any type of musical instrument . The shops here not only sell ready-made instruments but also produce musical instruments at customer requests.
About learning that, I recommend that you should go to the Institute Conservatory of music located聽 at 112, Nguyen Du Street, District 1.
