Have you had packages or letters opened ?

Hi,

just went to the post office in D2 HCMC with my daughter - she posted a package (letter) with work documents a few weeks back before coming over on vacation. it took 30+ minutes for the tiny D2 P/O to find the letter and my daughter noticed it didn't look the same. It had been opened and repackaged and it appears that every document inside was photocopied - as all staples were removed and replaced. Now, I understand we live in a communist country but these all all article on supply chain and food transparency I forgot when leaving Canada a few months back - I need them as references for my upcoming book. To make matters worse, after paying 75 dollars in Canada, I had to pay an additional 29,000 dong.

Has anyone had a similar experience? is there someone I can elevate this to or is is pointless?

Were there any documents missing? Strange that they would have removed the staples.

Having your package opened and checked happens to everyone who recieves a package here. Also the additional fee you must pay to recieve the package is something everyone must do.

I would see it rather pointless to elevate this, unless there are something missing or damaged in your package.

It would have been very obvious from touching or bending the brown A4 envelope that it was only papers. Nothing is missing from what I can gather. All articles are replaceable but I found this strange enough to post here to listen to others experiences. Having everything opened seems bizarre really as you can bring in tons of stuff in personal hand carry and in checked luggage without issue. Thanks for your quick comments - much appreciated. Im curious what the additional charge is for. VN is a member of the Postal Union in which the sender pays the postage all the way to the recipient....so.....?

that's exactly my understanding also so very confusing - the little post office had zero English and is right in the middle or the °µÍø½ûÇø zone in D2. I may ask next week in the central Buu Dien in TP HCMC.

Has anyone ever asked these questions of the Peoples Committee?

Recently I went to the main post office in  D1 and weighed packages to get prices to the US which are about 3X what other ASEAN countries charge, plus now you say there are additional charges to accept a package in Saigon. When I asked why so high, and referred to the International Postal Union, the clerk stopped speaking English and that was the end of that. Im not in Saigon now so I cant go to the PC but they could be asked. Someone has to know why VN isnt following the Union guidelines.

No worries - I will send a note to Canada Post and the UPU to help clarify.

To digress a little:
I had a different issue with a package from DHL Canada a few months back that was incorrectly reported in the DHL system as delivered. Turns out that DHL subcontracts here and some kids on scooters may have tried to deliver - although condo reception had no notification and nothing in my postbox. DHL did not call me and it took 4 weeks for me to get the package.....which had my MBA certificate and other important papers inside. When I went to their depot I had to give my passport to the gate officer (mandatory they said) and once inside they would not give me the package without my passport.....jeez, talk about nonsense. Then the DHL staffer was getting ready to fight after I told him how ridiculous it was. Ex-military/ex-cop so that would have been a very very bad idea for him...LOL.

I'll digress too.

I think you are right about the sub contracts around Asia because the offices dont operate the same as my place, USA. I had to send IRS tax papers and went to UPS for rapid shipment. They opened the packet and to my horror and embarrassment read every single page of my 45 page tax return. I asked them to stop reading since they already verified what the packet contained and they got huffy and said they wont ship it. I said they had to and I confirmed that with UPS in USA, and they got so angry I thought they were going to kill me. I mailed at the post office and the papers arrived in USA about 50 days late. I never went to a UPS office again.
