Moscow is a surprisingly expensive city. I usually use , but probably there are better sources to specifically compare Moscow's and HoCMinCity prices (like °µÍø½ûÇøistan or so). At first glance, it seems that prices in Vietnam are on average lower than in Moscow, except maybe groceries and transportation.
Also

It all depends on the District you want to live in and the amenities that comes with the rental. There's a Housing section on this site so use that as a starting gauge. Also google rentals in Saigon and you'll get a bunch of results.
