That was thr rule coming into effect, but covid killed that.

Viet Nam, like other SEA countries will kill thr goose, greed is their only line of thinking.

It has in effect already been implemented, because if you are here on a tourist visa, and you want an extension, you can only get a one month extension.

As I understood the new regulations that were to come into effect in July, if you had a 3-month, 6 month or 1 year Visa, you wouldn't need to do a border run, but you would need to report to immigration every 30 days

The new July 2020 rule was supposed to require a visit to an immigration office every 30 days with a $10 USD fee paid.

It wasn't clear if that could be done through a visa agency.

Currently, yes, visa agents can handle extensions for a fee.
