I say, great! I'm all for development and advances in Puerto Rico's overall economy. Tourism helps any country, so it's not a bad thing. What I AM against is the special passes given to these already rich investors in form of tax breaks, while most of people who have worked and lived in Puerto Rico get the sh*t end of the stick. Please respect the native, local residents by providing something valuable in return for occupying their land and enjoying the voluminous profits. And, of course, end the welfare being offered to already rich investors. Fair? I think so.
