hello.
i think you should ask about information to the consulate of Albania in your country! if you are living in USA, just drop an e-mail to the consulate "consulate.newyork@mfa.gov.al". she should write her personal data (name,surname, date of birthday). it will cost around 260$. she will take Albanian biometric passport and ID-card. it goes around 6 weeks to have the passport in hand. anyway write the email and you will have full information.
