My closest friend here was Libyan PhD graduate from a university in Minsk. He was married to a Belarusian citizen, they had children here, he spent many years here and he spoke the language fluently, so I'm give you a full background to understand he's got strong roots in Belarus.
He went back to Libya and took his family with him. After a little while something happened on his spouse's side, and they had to return urgently, but guess what!?
They held him in the airport and never let him pass the passport control, so they deport him back. His wife hurried to the Libyan embassy, they sent an official diplomatic representative back with her to the airport, they did everything they could, but he was released to enter the country, and they proceeded to deport him back to his previous arriving country...
Whoever has given you that information has lied to you, so good luck trying.
Your best bet is to apply for a visa to the Belarusian embassy in Egypt/Cairo.
