Could you perhaps live outside the city and commute in? You will probably find cheaper housing.

for family rent will be between 450-700 Euros

The best place to live in Brussels is Louise Avenue (next to chatelain). It is quite expense but very nice. This is the ""equivalent"" of the 5th avenue in NYC or Champs 脡lys茅es in Paris.
