Import a car from Japan to Bulgaria

I'm trying to figure out the cost for importing a car from Japan to Varna, BG.

My dealer informed me I need to pay:
- 30% Import Tax and
- 20% VAT.

But my calculations shows that the Import Tax is 10%, not 30%.

I haven't imported anything as large as a car, but whenever I make purchases from outside of the EU, the duty (import tax) and VAT combined comes out to around 30 percent, not just the duty on its own. So in my experience, the duty has been 10%, the VAT 20%. But that is just my experience with shipping a few items here, nothing official.
