Building permission for shed or observatory?

Hey all,

We have been looking at applying for a few jobs in Estonia and in turn have had a look at some of the real estate options and I was wondering if you owned a property with a nice sized yard or land what would be the process to build on the land?

I did find one link that explains the process but that seems aimed more at house or building construction where all I'm thinking are small things like a shed or observatory for astronomy.
In some cases you can buy these as a kit and can put it up in an afternoon yourself or even if you were to lay a bit of cement and a few bricks yourself.

So I guess I'm asking at what point would you require building permission and is it as complicated a process as it seems?

Sorry, it's聽 a bit of an odd question but it's been on my mind.

from what I know and according to the EU laws you need to obtain all the required papers from the local authorities no matter if you're talking about building a house or erecting a temporal building; it's the same,for example, with the traffic signs.

Thanks for the reply.

I'm just a bit confused by it all, I know in the UK you can build/ erect a shed without permissions provided it meets a certain criteria. Anything over that and then you need to get permission and may even require an architect.
Same for here in Belgium although I'm more confused by that as it says you don't need permission for certain building but still need to apply.

Then there is a company out of Tallin who make outbuildings and one of their selling points is you don't need permission for one of their kits.

I suppose the person to ask would be a real estate agent when purchasing or the local council.
Still I do wonder if the process of getting permission is quick and easy or long and expensive.
