The Carta di Soggiorno is the Italian version of the EU residence card, nothing more.聽 In combination with a valid passport, it can also be used for short-term trips of up to 90 days to other Schengen signatory countries, of which Finland is one of the signatories.聽 It does not give anybody the right to live and work anywhere except for the issuing country; for this purpose, you need to go through that countries procedure.
