No, they are only for Italy, if you want to work in Germany, you have to apply for a German visa.

I'm intrigued as to why an Italian as part of the EU has to apply for a work visa in Germany. Can anyone enlighten me?

The person in question here is not an Italian citizen. Holding a temporary residence permit of Italy does not entitle the same聽 rights as EU citizens.
