My friend is an electronics engineer and has had hard time to find an english - speaking job in Stuttgart and surroudings , could you advise something in this regard?

He musts learn German. It becomes necessary to have a C1 level in German to find a job in Germany if it's not in an international company.

Thanks for your answer but I haven't heard of such thing before is it a law or what?

It's not a law, but a reasonable expectation that to work in Germany, one should be able to speak German proficiently, as it is the official language of the country.  While it may be possible to find a position with an international company based on English, most companies will want German AND English proficiency.
