Central heating in rental appartment

I’m seeking some advice regarding an issue with the heating in my apartment. I’m a student, and unfortunately, the central heating system isn’t working properly, keeping my apartment at only 16 degrees. My landlord provided an external heater, but it isn’t very effective and significantly raises my electricity costs. Since I’ve already paid my rent a year in advance, moving out isn’t an option.


Are there any regulations or laws in Hungary that I can reference to request that my landlord fix the central heating to maintain a temperature of at least 20 degrees? This is essential for me to study effectively. Additionally, if they refuse, is there a governing body or institution that could help mediate this issue?

Central heating? Is this in a panel building?

At the moment I do not know who you can complain to.

If all else fails, perhaps someone in your local city hall would know who or where you can report this issue.

Panel buildings are known for these sorts of issues.

Look at your rental contract, perhaps they state who is responsible for repairs.

Paying a year in advance might of been a mistake.

I asked my HU husband what to do. He believes by your discription  that it is a panel apt. They are known for being hot in the summer and cold in the winter.

Most people who own one put up extra insulation on their walls.

The temp; in each flat is the same, perhaps if you are facing the sunny side of the building, it might be a bit warmer inside the flat.

The price of the heating is included in the rent and if that is the case, there is little you can do but use a portable heater along with the heat the building provides.

It is getting a bit nippy, we have a 50 sq. meter flat and have one gas heater in the living room; I suppliment the heat in my room by keeping the large double wide door open to get heat from the living room and use a small electric heater for when I am sitting for long periods in my smaller room.

Loads of sweaters and sleep with the heat off at night by using allot of covers.

These old places need to be redone up.

This is very funny. We own an apartment in a panel building in Györ and don't even have valves on the radiators. The condominium decides when to start the heating and when to stop it. For us it is usually warmer than we like and we sometimes have to open the windows to cool the apartment down a little bit.


Maybe it would be good to talk to the neighbours and see whether they have cold apartments as well. Then you could do something together.

Nice idea to get a chat going with the other neighbors BUT often the management figures out how much they are willing to spend on heating etc; and do not like cutting into their profit.

Our disgusting house manager has most all the newer owners, tenants fooled; They think he is doing a good job;

About 6 of us in the house who have lived here for awhile are not fooled; We even gave up on going to house meetings because we are outnumbered by those who have the wool over their eyes.

Latest is our front door key did not work; My husband has a key fob that works with an eletronic keyboard to open the door;

He called the manager to tell him to either send me a key fob or fix the front door lock;

Seems some dummy did something to the lock itself and our keys no long work!

They however posted a message in the lobby that they will no long be taking phone calls because they do not get enough calls??? Only way to contact the manager is through e mail! Calls only excepted in an emergency; Well, they did not even answer the phone when we called although for all they knew the place could be bruning to the ground!

E mailed them, got a answer 2 days later saying the sent a guy out to fix the lock and the keys should be working now! WTH?? Yes, finally works but what are we paying this jerk for? He manages about 12 buildings and we are surprised no one has voted him out yet; Guess he and his secretary GF are too busy spending the money we give them every month to be bothered with really doing what they are paid to do;

Portable heater  is probably the only answer.

Hi!

So central heating have little to do with the landlord - except if his/ her ad was misleading, or was stupid enought to include utilities in the rent - instead of the rent + common cost + utilities.

Sadly many foreigner search for all included ads and some landlords advertise like that, instead rent + utilities, where in winter utilities can be easily 30 - 120 k Huf per month depending on m2.


If landlord did not made suchz mistake about costs/ conditions then:

Not liable at all. Nor can do anything.

Central heating can depend on the condominium OR condominium complex (several residental buildings) OR local provider (like a large "panel" area).


Since costs are hight it is probable that the condominium keeps heating on a low level.

You can thank it for Brussels/ EU/ their stupid sanctions.


But at least in Hungary (up to date) that is not forbidden to keep temperature at 20 celsius, unlike many condominium complex in Germany where forbidden to provide over 17-19 celsius or that becames a serious breach of rental contract which can make it null and void and tenant face extra fines.
