You cannot work legally without a work permit.  If you are only 'visiting' then I would guess you are coming on a tourist visa and you cannot get a work permit if you are on a tourist visa.

That is true, however it doesn't prevent one from looking for a job (applying/interviewing).

The system works on two levels:

1. Visa
2. Permit

You get a VISA to enter the country. A permit is to stay.

You are only allowed to enter a country for certain reasons (under specific VISA's). For example, if you get a student visa, you can only take ~20hrs per week paid work.

Thus, if you enter on a tourist visa (depending on your country of origin, you may get 90-days stay without the need of a visa), you should be eligible to look for work and conduct interviews. You cannot actually do any work unless you return to your country of origin and get a work visa.

Regardless of the visa, you then need to obtain the appropriate permit when in Italy. For example, the [in]famous permesso di soggiorno (permit of stay). I don't know the specifics for work permits etc, but you'll need one.
