If you're already reapplied for you permesso, bring the receipt with your appointment and the little piece of paper with the shiny silver bit on it. These, along with your expired permesso card, will allow you to travel.

It depends where you are travelling to. If within Schengen, no one will check your permesso. If your are travelling within Italy it is the same. If you are leaving Schengen you need to have your receipt on return.
