hi.. just a question regarding carta soggiorno.  my friend has carta soggiorno but she has been residing in the US for more than 2 years now.  can she still visit Italy?

The relevant situations where a carta soggiorno illimitato can be revoked are:

  You have acquired it fraudulently.
  An expulsion measure has been adopted against you.
  You no longer fulfil the requirements set for its issue.
  You have been absent from the territory of the European Union for a period of 12 consecutive months.
  You have acquired long-term resident status in another European Union member State
  You have been absent from Italy for a period exceeding 6 years.

So, I suspect her residence permit is no longer valid and that she will be required to comply with the visa requirements applicable to her nationality; my advice is to contact the Italian authorities and check.
