Can a foreigner take the driving test in Lithuania?

What are the formalities to get a driver’s licence in Lithuania?

apparently you need to live there for six months and that goes lithuanian ex-pats too! also you need an address, i suppose that goes without saying. checkout regitra, it's in english. Lt. is no easy step to getting an eu driving license :-)

I have done this.  First, have a valid license from the country you are from.  What country this is changes requirements.  If you have a valid EU license, no problem. Bring it in and exchange it.  I am from USA so I had to take written test, with a valid USA license. WARNING:  If you are not from the EU, do not go to Regitra in Vilnius!!!  Take the extra time to go to Kaunas.  The Regitra in Vilnius will try to prevent you from getting a license.  Depending on your country of origin, you may also have to take a driving test. Get the rule book and learn it cover to cover, and you will pass-  IN KAUNAS ----  !!!  Forget Vilnius.  The cost is not significant.
