Rabat (Victoria) is your best bet, The Duke or Arcadia have good food halls etc.
Xlendi, overrun with tourists in season, quiet out of season.
Downside? As nice as it is, I wouldn't live there, see above.

I would not be anywhere else than here , Xaghra. All facilities that we need and a beautiful view over the valley towards the sea. I do not understand why one has to start in Rabat for e-residence purposes. Go prepared, in accordance with instructions and no problems. Going to and from Rabat is also no problem, excellent bus service!! 7 mins from Xaghra. A bit longer from Nadur but not 'all day'.
This btw happens regularly during the 'winter' months.

AFAIK there is no supermarket in Xlendi

There is a mobile shop that visits Xlendi, but I do not know which days or at what time. The nearest supemarket is in Munxar, just up the hill.
