"During the Parliamentary debate on the Residence Scheme that happened in the 16th June 2011, Minister of Finance Tonio Fenech announced that he hoped that before Parliament goes into summer recess, five new Residence Schemes should be enacted. It is worth pointing out that the debate was on the initiative of the Hon. Charles Mangion Shadow Minister of Finance. Both sides of the house are giving their full support that the new Schemes shall address the current inadequacies

It appears that there shall be revised parameters for application for EU and non-EU residents whilst the revised schemes shall also be addressing different people from different economic sectors such as pensioners, artistes and persons on finite stays"

Hello! I am so happy to find this forum but I still have a lot of questions. Hope you all can help me.
My husband and I have decided to move in Malta. We want to sell everything here, in Roumania and move to Malta. We have a daughter of 12 years old and we want to move in a quiet country. What we should do firts? We want to stay for 2 or 3 weeks there to see if we can accomodate but we don't want to be illegal and if we like and eventualy find jobs what we should do to be legal. We must ask for a permis of staying? Because if we like there and decide to stay we must register our daughter to a school, we must have a medical insurrance.
I hope you can help me with all this questions. Thanks!

Hi Lacra,

Welcome to the forum.

As Roumania is part of the EU you are free to travel to Malta for 3 months. After that you would have to apply for residency.

If you want to stay in Malta your first step would be to register with ETC and to find a job. That is probably also the most diffficult part as the job market in Malta is not that good, especially for jobs that pay a decent salary. But it depends on your qualifications. What work are you looking for?

I think that if you register with ETC (job agency) you have 6 months to find a job.

You should check out all the related posts on the forum as they contain a lot of information about work,residency and accomodation in Malta.

I am a art teacher in a school art. And my husband is an editor to a television. I think that seems a little strange that we want to do that but we want to try something different. My husband also is a web designer and very good in IT. For starters we have some money to rent an apartment for few months and hope that we find jobs. Especially to register my daughter to a school.

Hi Lacra,

Both teaching jobs and TV jobs will require Maltese. The local TV stations are associated with political parties so you would also need the right party book - difficult for a foreigner.

You might find it easier at one of the international schools if they have a job offer for an art teacher.

Web design and IT will be the best option. I think you will find work in those areas without problems - specially if your husband is very good.

Does your daughter speak English? Public schools teach in Maltese but will teach in English if you pressure them enough.

My daughter speaks english. Not perfect but well enough. For begining we think to a public school but maybe, in the future, if we find a job and everything is fine maybe we will conider sending her to a private school.
Regarding to find a job as teacher... I will wait. Maybe some day... The most important think is to find jobs, for me and my husband. He is very good in IT.

there are plans for a new Permanent Residency Scheme with maybe 5 different categories focussing on so called ' high networth ' foreigners but Parliament got away for summer holidays before coming to a decision.

They will meet again on and after 3 rd October for the next period.

If you are waiting for the scheme to be reinstated count on the definition of 'high networth' to be upped by quite a lot of Euro's.

But otherwise I expect it to be re-introduced in the future. The pressure from the building and real-estate industry is too high for either political party to be able to deny a new regulation in the end.

Apparently the date for the announcement for the new PR rules and regulations will be the 15th of September.
What a long wait since last December

Hi Alexandra,

the new PR regulation has not been finally discussed and approved by the Maltese Parliament.

The Parliament is on summer vacation and the next and first meeting
of the Autumn is on 3 rd October 18 pm.

So I don't know how it could be announced on the 15 th September but who knows-))) After it is voted on a Legal Notice will be published and it will then come into force.

The draft is already known and does not need to be presented.

May I ask where you heard the date of 15 September ? If you have more information please keep us informed. For EU's is does not really matter except for taxes but for non-EU's it can be very important.

Let's wait until it is discussed and voted on in the parliament.

But I will be waiting on coming Thursday to hear the details that will be revealed?

The main question for those third-country nationals interested in moving to Malta under the Residence Scheme is how much it is going to cost! And it will be a lot more than in the past and only for a limited time period.

The main interest shown in the news in the past months is the interest in selling overpriced properties to non eu foreigners through the resident scheme. The market situation is set to get a lot worse so it could well be worth while waiting!

If I was that rich I'd just go to one of the east european EU member countries and buy citizenship there at a fraction of that price!

I really don't think Malta is that nice and attractive to well attract these kind of people and bother with all this crap. But I don't know...maybe if I was a millionaire I'd just hire people to deal with all the administrative stuff for me and just relax!

                                      This scheme is not good as it now requires people to pay tax on their wide World wealth and really is more or less saying to a lot of people like it or lump it as the people in general that come to Malta are not the very rich people that go to Monaco and many are retired people the other factor is the strong euro . It would seem Irelands tax system is a much better scheme and really Monaco scores every time with no tax at all just high apartment prices.

It is such a pity that  a wonderful place like Malta has now a worse situation than Gibraltar and Cyprus and will lead to an enormous amount of apartments might be unsold for years. Please tell me I am reading the situation wrong as even Britain for non nationals is more attractive as for seven years wealth outside Britain is not taxed. I feel this as an unwise move but perhaps the EU has forced the siuation on Malta?

I don't think it means worldwide income, only worldwide income brought into Malta as before, but its not clear -  its only an issue if you earn over € 167,000 per annum (ie 25,000/15%)for non-EU and € 133,000 for EU due to new minimum tax

Really? If you're rich you want to enjoy life so why live in country where nobody speaks English , where crime is comparitevly far higher, where the weather is terrible in the winter months, and where buying property is a definite risk?

And the tax savings in Malta is good!

Having been here for some years, I am more that happy with my choice as Malta , rather than Monaco, Spain , Cyprus  wherever. My property purchase was uncomplicated and straightforward, all in clear English. Life here is good, safe and my property was a good investment.
And the weather is perfect

Well if you don't even pay 20K in tax , why should you benefit and pay far less tax than the locals??? What sort of high networth would you be?   After all this is a scheme for high networth individuals.

Having said that though, they should have left this at 15K just to make it initially attractive  and then  play on making it more difficult and selective anyway. I do think 250K for property purchase is a far more realistic figure whereas rent could have been reduced to 12K per year.

I said I'd buy a citizenship. Then obviously I'd go live in a developed European country, not a third world one with dog shit everywhere. Either way having a citizenship of an EU country would be mostly helpful and that's my point.

But if you are happy here, good for you.

And I love snow so weather is not terrible in winter months to me. It's terrible in Malta in winter months with rain and awful flooded roads and humid and cold wind and mould.

let's not all get in fights about the crap TF is presenting.

Fact is he does not want any of us here on the forum to be residents! Luckily I'm an EU citizen who does not care a crap about his new  anti-EU law and can live here paying less tax than he is offering with his new scheme.

The Maltese EU will be worth only 50 % by this time next year so keep your money together! And buy the overpriced crappy Tigne apartments then for half price!

What I consider a lot worse is his actual judgement of non-Maltese citizens! It is absolutely disgusting and it shows a lot of his views of Europe.

The whole of Malta is less than 1/2 of the city Frankfurt. His position in Germany would be not much more than an office clerk in the town council !
