As far as I know Albania is not in the EU yet and therefore you would not be able to come and live here unless you already have a job to come to, then your future employer will apply for your work permit.
Otherwise you can only come as a tourist and not work.

It depends on your qualifications and experience as to whether you could get a job here, most positions are offered to locals then EU citizens and then TCN.
