Once you have been here three months you have to apply for a residence card.

But don't I need a job to apply for a Residence card? I have the application for residence documentation and by SUPPORTING DOCUMENTS I need to bring my passport or I'd card and work contract

You need to prove you have the means to support yourself, there is guidance on their website - you either need to show a certain amount of income or a bank statement in your name with a certain balance.  This is called the self sufficiency route in the event that you are not seeking employment.

Firstly congratulations it can be so scary being pregnant abroad but Malta is fairly decent. So to be covered for pregnancy you either need your E111 or Maltese ID. If you don’t have E111 you can get a Maltese ID by showing you are here dependent on your boyfriend you need the forms on their website and note on them you are his partner, they will ask for a marriage certificate however if you have lived together for two years this is also accepted. You do need to prove you have lived together that long though, even if it was abroad.
I was in the exact same position other than having the E111, but the Mater Dei make it difficult if you don’t have an ID. So I brought all our previous leases to the Evans Building in Valletta to show myself and partner had lived together and I was accepted as his dependant to receive my ID.

As mentioned on a previous tread it’s a residence card not Maltese ID.

Once you have the residence card you have to go to the entitlement unit at St. Luke's Hospital G'Manga Hill to apply for the Certificate of Entitlement. This certificate is required for any treatment in national hospitals in Malta and Gozo. Of course you can go to a private doctor as well. These doctors often work in conjunction with pharmacies. The lowest fee for a general practioner is €10.00, whilst a specialist may charge €50.00

If you live in Gozo you apply for a certificate at the hospital.
