Whenever I walk through the streets on washing day and see laundry hanging up it smells so good and strong to boot! The scent seems to be pretty uniform and I'm just wondering if anyone is aware of which fabric softener or washing detergent seems to be the most popular here in Malta?

Try "Marsiglia". I am pretty sure you mean the "marseille soap scent" called "marsiglia" in Malta, you can find those detergents almost everywhere in the shops - cheapest at Lidl.
