Non-EU moving to Malta with an EU spouse

Hi, i'm a non-EU person living temporarily in Germany under a residence permit. Me & my wife from Norway are planning to move together to Malta and we have some questions that need your help:

1/ Would i need to get a job contract with a company in Malta before i can apply for e-residence or do i apply for e-residence first when i get here before i can legally work with that residency ?

2/ Can i use my German residence card as a legal ground for me to be in Malta to apply for an e-residence and stay and wait for the result or do i need to apply for a Malta visa ?

3/ I heard the waiting process for residence permit is currently takes long. Can i work while waiting for it ?

4/ It's most likely my wife can get a job quickly there so what would be your suggested route for us ? (she apply for job before coming or come, get job then rent house near work place and then before 3 months end, apply for her e-residence permit ?)

Your application for the eResidence card can be as a dependent of an EU citizen.
Details are in the pinned post at the top of this Forum.
Your spouse has 3 months before having to apply for residence, so plenty of time to find a job.

Except Norway isn't in EU. And unless she's in healthcare, likelihood of getting a job quickly is minimal. Also, flying in/out of Malta has been cancelled so coming here might be difficult.

As Kara mentioned there’s no point of considering coming to Malta for sometime as everywhere is closed and no body knows what the job situation will be.
