The first proper city as you drive out of Norway into Sweden would be Gothenburg. I guess you mean something closer than this though. Halden in the last "city" within Norway as you head over the border. Before that you will come to places like Moss and Sarpsborg, passing by Fredrikstad. As for shopping locations in Sweden for a Harrytur, people would generally go to Nordby, Svinesund or Str酶mstad.
