Long stay visa for Family Reunification- how long is the process?

Hi, I am a non-EU citizen , from Philippines based in Dubai and I have a 2 year old Romanian child, my partner is Romanian who are now both in Bucharest.

I have applied for long stay visa for family reunification in Nov 26 and until now it is still pending for decision.

Anybody knows how long is the process based from their experience?
