Moving to Cluj

Good Day
I am Andrea, 24 yrs old. Filipino. I would like to ask if theres a chance I can move to Cluj sometime this year. How to apply for a visa as a filipino from Philippines and would they permit me to stay (what are the requirements).

I am working online so jobs isn't really a problem for me or I can also apply for jobs just in case (an english tutor etc). Also, join an apartment with somebody whos willing to let me in and pay half of the rent. Thats just some of the plans but, anyone here can help me what are factors to consider before I decide to move in Cluj.

I know this is bit complicated as I am coming from Asian part of countries.
