Asking help on how to process papers/visa for a job in russia

Hi everyone! Can you please help me regarding with the processing of papers and visa working in Moscow, Russia? Currently I am here in the Philippines and I had my employer already in Russia. My problem is I dont know the paper requirement on how to work and get a working visa. And also for the estimated expenses if you have any idea? This would be a great help if you can advice me. Unfortunately, this year 2019 visa quota for Philippines residents to Russia overlimited.
Usually this is an obligation of employer to submit documetation for the foreign employees. In this case the employees should not bear any visa expenses.
