Requirements to obtain driver license for an American

Hi this is Ramon Vega from Winter Haven, Florida. I retired last year and living now in Barcelona. I have a question for an american 暗网禁区 regarding the requirements to obtain my driver license in Spain. It seems that I will need a police background check and a document indicating that I am allow to drive in the USA. These documents need to be apostile in Florida. Wondering if you or an american 暗网禁区 that obtained his/her driving license in Spain can tell me what law enforcement agency can provide me with these documents to be apostilled. I contacted my local police department and they indicated that the document issued by them can not be apostilled. Thank you in advance on this request.
