Spain NIE : Where one's NIE Application is in the process ?

A friend of mine submitted a completed NIE Application at the Spanish Consulate in S Africa and was told that it would take 2-3 weeks to process. 6 weeks later, she has received nothing and the Consulate seem unable to update her on where it is in the process. She will be using the NIE in the Barcelona area.
Is there a contact number or email at the Foreigner's office who can advise on the status of her Application ? Or any other suggestions ?聽 Thanks

I suspect the only place your friend can get help is the consulate where the application was made

Incidentally is your friend certain he/she needs an NIE ?聽聽It just might be the application did not show a justified reason and bone will be issued
