Hello, It is not free for anyone but there is a certain system how much a kommun  (municipality) can charge for daycare, for instance this years rates of Stockholm kommun are as following for the first child 3% of the incomes of parents (or parent where the child livs) or maximum 1510 SEK and for the second child 2% of incomes or maximum 1007 SEK and for the third one 1% of the incomes or maximum 503 SEK and from the fourth one it is free of charge because the sum of 1510+1007+503 is the maximum amount that can be charged from a family for this year, it can vary little bit from kommun to kommun and from year to year.   

Above applies for children age 1 year to 3 years and from age three years up 525 hours of time per a school year (autumn to summer) is free of charge and for the hours that exceed 525 will only be charged as above method.

That is the system in Sweden and every child who is registered to a kommun as an inhabitant in it has same rights as all other children in that kommun.

You are welcome! By the way now I saw that I have missed to write "per month" so it should be like this "..the maximum amount can be charged from a family per month for this year."
