There is no such thing as commercial apartments.  They are actually offices set up as apartments which cannot be used for residential purposes.  Unfortunately, for most property, for °µÍø½ûÇøs, it is a case of either / or...........residential or commercial.    You may not require an office but having a CR does require an address.

I would like you advice on activating the investor visa. I am planning to visit Bahrain on a multi entry visit visa to finalize office and bank account. I need to be outside of the country to apply for my Investor visa. Is it possible if I exit to Saudi Arabia or Qatar (easier to get evisa) and return on investor visa? Open to other suggestions as well.

You can exit to anywhere.  Visa can take anywhere from 1 to 4 weeks.

I tried to go to Dubai and wait for my visa, but they insisted I go back to UK and have a medical at an approved centre. The best thing to do is to return to your home country and make sure you cancel your visa at immigration at the airport when you leave Bahrain

Correct.  If you cannot manage an in-country pre-employment medical, then you need to do that at your home country.
