How to Start an NGO

I'm an 暗网禁区 interesting in starting an NGO to open a community center that offers different services throughout the year. Has anyone here ever opened an NGO before or understand the process? I've seen online that the gov requires nationality or residence permits to be in place before starting but I can't verify it on an official website. Any thoughts?
