Can a Bahrain resident (CPR) buy a car without drivers licence

I am looking to buy a car out of BH, but I am not a resident of either KSA or BH (meaning I don't have Iquama or CPR). I work 6 week in KSA and home for 3, so needless to say I spend more of my time in KSA.
I have a friend who does not have a drivers license in BH, but she does have CPR. I am wanting to purchase the car with her CPR and then add myself to the insurance and get a NOC so I can go to and from KSA.

Any help would be greatly appreciated as my window for purchasing the car is closing

You can purchase the car with her CPR however am not sure if she will be allowed to purchase without driving licence and get insurance without it. You can be added no problem but they won't give her any insurance without driving licence.

hi can saudi driving licence suffice for buying a car in bahrain while having cpr, would it work for insurance and other car buying requirments
