You better stick to the provate sector as the public sector is still behind.  I am not aware of any health insurance but I recommend the following
-use the private hospitals and clinics, there are a number of decent hospitals with a mix of local and foriegn staff (Jordanian hosppitla, Midia Medical center, etc)
-have health insurance from your home country in case you have to be sent back for a serious treatment

Medical expenses are low in comparison to western europe.

Been in and out of Iraq since 1991 and right now in Basra you can get any treatment you require. Iraqi qualified doctors are accepted by the British Medical Board the standards in Basra are good on the whole. Example I need a ear, nose and throat doctor because I had an infection and didn't want to leave to Dubai for treatment. A UK trained and qualified E,N & T specialist arrived at the villa within 24 hours after asking my local Iraqi contacts. After examining me and prescribing treatment this gentlemen charge me $50 for a early evening house call.
Don't believe the hype about Iraq, its safer than a lot of other countries I visit in my business and the people have such humility, watch this space as this country takes off people.Mark my works.

But having said all that I am an English who lives in Australia, the best country in the world bar none. And that is said with by an Englishmen with a very heavy heart,

Nothing, it is Zero here....

Very poor in these services, they have started private hospital, but it is expensive and Insurance is one of the backward industry in this region.
